Eden Movement

The Government of National Unity (GNU), through the Department of Cooperative Governance & Traditional Affairs (CoGTA), asked the communities of South Africa for advice on how we can save South Africa's municipalities in June 2025. (1) A detailed savings plan was submitted through various Homeowners and Ratepayers Associations. To this day, not even an acknowledgment of receipt has been received from CoGTA. (2) A detailed document was also written explaining why the political system has failed South Africa, and why the courts remain our only means of fighting for a new system—at an enormous cost to all South Africans.

Excessive rate increases in South Africa, such as the Mossel Bay tariffs rising by 115% above inflation and Treasury guidelines, highlight a serious governance and affordability crisis. Such hikes place unbearable financial strain on households and businesses, undermining economic stability and trust in municipal leadership. They contradict national fiscal rules designed to protect citizens from unjustified costs, raising concerns about accountability and transparency in local government. The problem is compounded by weak oversight and limited public participation, leaving ratepayers vulnerable to exploitation. Ultimately, these increases erode social cohesion and threaten sustainable municipal service delivery.

The feasibility of protecting municipal board members from political interference in South Africa.  A Rates Payers Political Party could advocate for stricter enforcement of these laws, ensuring appointments are merit-based and shielded from partisan manipulation. Mechanisms such as independent oversight bodies, judicial review, and community participation can reinforce protection. Ultimately, safeguarding municipal boards requires legal clarity, civic vigilance, and institutional checks to prevent undue influence and preserve democratic local governance.

From a Christian perspective, Agenda 2030 presents grave dangers because it promotes a global system that undermines God's sovereignty and biblical values. By advancing centralized control over economies, resources, and societies, it risks eroding individual freedoms and moral responsibility. Its emphasis on secular humanism and environmental agendas often sidelines faith, family, and the sanctity of life. Christians see in it a deceptive plan that cloaks worldly power in the language of "sustainability," while leading nations toward conformity with ungodly principles. The danger lies in replacing Christ-centered truth with man-made systems that exalt human authority above God's eternal kingdom.

The National Tax Payers Union, established in 1995, advocates for municipal decentralization in South Africa through a Swiss canton-style system. Operating for 26 years, the NTU legally challenges unpromulgated municipal tax rates and redirects disputed funds to Tax Payers Associations (TPAs). These independent legal entities enable communities to self-manage services and infrastructure improvements. The NTU leverages Supreme Court-ratified rulings to hold municipalities accountable, empowering taxpayers to reclaim funds and directly address local governance failures while maintaining municipal service responsibilities.

Landmark court cases are shaping the future of South Africa's communities by empowering citizens to demand accountability. From the Supreme Court of Appeal to the Constitutional Court, legal precedents are being set that challenge municipal mismanagement and protect residents' rights. Johann Heynecke, a 60-year-old South African business consultant, presents his life's work as a "Declaration of Defiance and Design," defining his mission as "Resistance" against corruption, control, and cultural erosion.
